COGEN EXPERIENCE OVERVIEW

pekkaEC-ASEAN COGEN III (COGEN) and EC-ASEAN Energy Facility (EAEF) were sister programmes commenced in January 2002 and in March 2002 respectively. The geographical coverage is ASEAN, but COGEN focused more on industries, whereas EAEF was more targeted to public organisations.

Although the 3-year programme of COGEN 3 ended in December 2004, the eight successful FSDPs needed to be broadcasted to more potential ASEAN stakeholders for further reflection. The COGEN 3 Follow-up activities were implemented under the EAEF based in Jakarta.

These activities were managed by some of the past experienced COGEN 3 staff. This has allowed good performance continuity. This project has performed well. Eight FSDPs in three countries (Malaysia, Singapore and Thailand) have been monitored with wide market dissemination and seminars cum site visits. The real benefits of the sustainable, environmentally friendly, well-proven and efficient cogeneration European technologies have been transferred to ASEAN. Hundreds of important stakeholders and potential users have seen the successful cogeneration plants in operation. Many are confident that their business can be flourishing if these European technologies are used in their facilities. The COGEN 3 Follow-up project has a very positive impact. It is reasonable to expect long lasting EC-ASEAN cogeneration partnerships to further develop in ASEAN.

COGEN 3 has compiled an extensive data base of potential cogeneration projects in ASEAN. EAEF's 4th Call for Proposal in 2005 qualified some of these projects to apply for. They had already been endorsed by the EU, but dropped out due to various reasons. Two former projects of COGEN 3 have been selected and have been contracted by the EAEF Programme. In the future, the dissemination activities of COGEN 3 will remain crucial in further developing the EC-ASEAN partnerships in new potential cogeneration projects.

The eight excellent performing FSDPs and satisfied customers are the most important mouth-pieces of COGEN. I thank and congratulate COGEN 3 colleagues and all stakeholders for the well done job.
