What did COGEN 3 do ?

COGEN 3 promoted the implementation of Proven, Clean & Efficient Biomass, Coal, Gas Cogeneration Projects by facilitating business partnerships between ASEAN industries and EUROPEAN suppliers. COGEN 3 was in operation in January 2002 to December 2004. This website will be available until 2015.

  3. An ASEAN EPC contractor has signed the contract with the end user and procured the equipment from the European supplier. How can the ASEAN EPC contractor be incorporated in the application form?

  1. Can an applicant submit several proposals?

    Yes, as per Article 2.1.3 of the Guidelines for applicants.

  2. Are civil works such as foundation, buildings eligible?

    No, only equipment costs, as per Article 2.1.4 of the Guidelines.

  3. An ASEAN EPC contractor has signed the contract with the end user and procured the equipment from the European supplier. How can the ASEAN EPC contractor be incorporated in the application form?

    The ASEAN EPC contractor can be part of the Application/Grant Contract as local partner of the EU equipment supplier (see Section II.3 of the Grant Application Form).

  4. How to tackle contracts in local currency?

    All local currencies should be converted into Euro using the official EU exchange rate of the Month of Submission of the Application. The official exchange rates should be those published on the EC website http://www.europa.eu.int/comm/budget/inforeuro/en/index.htm

  5. Can the EU supplier bank be a bank in ASEAN?

    No, the bank must be in the country in which the EU supplier applicant is registered, as per Section II.2 of the Grant Application Form.

  6. Can the 11th February deadline be extended?

    The schedule for the FSDP process, including the deadline for submission of proposals, follows the timeframe within the rules of the European Commission and the dates that have been approved by them. Thus, there is no extension to this deadline.

  7. When will the FSDP Grant Contract be signed with the end user?

    Shortly after EC approval of the selection of the FSDP, provided that the underlying supply contract between EU supplier and ASEAN end user has been signed.

  8. What is the time frame for AIT to approve the "Request for Payment" from the Beneficiary?

    Not more than 14 days, provided that the equipment was delivered on site and that all supporting documentation is in order.
